Change Management Consultant, Level 3- Contract - 19121 About the Opportunity Our Public Sector client requires the assistance of one Level 3 Change Management Consultant to support a major digital transformation and modernization initiative. The successful candidate will provide strategic leadership, mentorship, and expert advice to guide the development and establishment of a dedicated change management function. This work will include shaping the team’s structure, capabilities, operating model, and change management framework to support the successful adoption of transformation initiatives across a large and complex public sector environment. Duties include but are not limited to: Deliver structured interventions that enhance organizational effectiveness through both system-centered and people-centered approaches, fostering collaboration, adaptability, and a responsive workforce Provide a fully developed change management framework and implementation roadmap, including strategies, plans, and governance models aligned with digital transformation objectives Introduce and operationalize proven tools, methodologies, and risk mitigation practices to proactively address barriers and ensure smooth transitions Embed expert guidance and coaching mechanisms to build internal capacity for applying change management strategies and tools effectively Develop and deliver a compelling change narrative and communication plan that articulates the purpose, benefits, and vision of transformation in a way that resonates with stakeholders Conduct a formal change readiness assessment and translate findings into actionable plans to guide execution and prioritize interventions for maximum impact Establish a mentoring program and coaching framework to reinforce staff engagement and clarify roles and contributions within the new organizational model Design and implement performance measurement and evaluation frameworks to assess the effectiveness of change initiatives and inform continuous improvement Integrate performance monitoring disciplines into the change management plan to ensure transparency, accountability, and alignment with organizational objectives Deliver ongoing performance monitoring and reporting solutions that provide leadership with actionable insights on progress, risks, and outcomes of change management activities Schedule and participate in a kick-off meeting with the client’s technical authority or representative within two weeks of contract award Prepare an Organizational Effectiveness Intervention Plan outlining system-centered and people-centered interventions, including timelines, roles, and expected outcomes Prepare a Comprehensive Change Management Framework and implementation roadmap, including governance structure, change strategy, and phased adoption plan Develop a Change Management Toolkit, including tools, templates, and methodologies for risk identification, mitigation strategies, and stakeholder engagement Prepare a Change Narrative and Communication Plan, including communication strategy and messaging tools for stakeholder groups Prepare a Change Readiness Assessment Report with findings, risk analysis, and actionable recommendations Prepare an Integrated Performance Monitoring Plan, including dashboards and reporting mechanisms About You The successful candidate will have the following: A valid Enhanced Reliability security status A minimum of ten years of experience as a Change Management Consultant within the last fifteen years Experience leading change management for a minimum of one enterprise-level digital transformation initiative within the last five years Experience on a qualifying digital transformation initiative for a period greater than eighteen months, including: Designing a change management framework, including governance, structure, and operating model Developing and implementing change strategies, including communications, stakeholder engagement, and risk mitigation Conducting change readiness assessments and translating findings into actionable plans Building internal capacity, including coaching, mentoring, or establishing a change management function Implementing performance measurement or monitoring practices to track adoption, progress, and outcomes Experience supporting a digital transformation initiative that meets the following criteria: Scope: spans multiple programs or services and involves at least one external public sector department, agency, or large private organization User base: at least 5,000 users Stakeholders: includes both internal and external stakeholders Investment: valued at $50M Canadian dollars or more, including taxes Experience integrating change management activities within a large-scale project or program environment, working closely with a PMO, project managers, or equivalent delivery teams within the last ten years Experience in the following project integration areas: Project Governance. Examples include participation in steering committees, project boards, working groups or PMO forums to provide change management insights, updates, and recommendations to support decision-making Project Management Processes. Examples include integrating change impacts into scope and requirement discussions, coordinating change activities with project schedules and milestones, assessing change-related risks as part of the project risk framework, and collaborating with project managers on stakeholder engagement approaches Project Documentation. Examples include change impact assessments, readiness assessments, risk registers, transition or implementation plans, communications deliverables linked to project phases, and other project artifacts that support successful deployment and adoption Project Implementation. Examples include contributing to go-live readiness plans, preparing end users and operational teams for new processes or systems, monitoring early-stage adoption, and informing post-implementation adjustments in alignment with the project team Experience working in an agile, iterative, or hybrid delivery environment for at least one complex initiative within the last eight years, including: Contributing to or leading change management within an iterative release cycle, such as sprints, increments, or phased rollouts Supporting teams in adapting to changing priorities, evolving requirements, or incremental delivery approaches Ensuring change readiness and adoption for multiple releases or iterative deployments Experience designing and developing learning or capability-building activities to support organizational change within the last five years, including: Conducting training needs assessments or identifying capability gaps Designing or contributing to learning materials, user support content, job aids, or onboarding tools Facilitating training sessions, workshops, or coaching engagements Measuring learning effectiveness and adjusting approaches based on feedback A Certified Change Management Professional (CCMP) designation Assets may include: Project, process, and agile management certifications/designations, including: Project Management Professional designation Lean Six Sigma Master Black Belt designation Certified ScrumMaster or Professional Scrum Master designation Project Management certification A Certified Training and Development Professional designation Minimum of twenty-four months of public sector experience French language capacity Experience planning, leading, and executing organizational change management initiatives involving emerging technologies would be considered an asset, including: Artificial intelligence and machine learning-enabled tools Automation processes Advanced analytics or data-driven decision systems About the Job Contract duration: 1 year, with possible 2 yearsextension (estimated level of effort of 240 days per year) Hybrid (on-site required up to 4 days per week in the National Capital Region) Language: English essential Security: Enhanced Reliability LROGOV How to Apply Please apply by clicking the “Apply Now” button below and follow the instructions to submit your résumé.
