The Opportunity (Vacancy: New Headcount) Reporting directly to the Director, Municipal Law Enforcement, this role is responsible for overseeing the day‑to‑day operations of the Municipal Law Enforcement staff and municipal licensing. As a leader, this position aids in directing the operations of the municipal law enforcement services which encompasses numerous municipal by‑laws as well as parking and animal enforcement services. The successful candidate must be comfortable interpreting and advising staff on executing appropriate actions and decisions from legislative and regulatory authorities based on their knowledge, experience, by‑law requirements, standard practices and/or departmental policies and procedures to achieve divisional objectives. The candidate must have experience collaborating with other departmental management teams to align programs and services with Council strategic initiatives, and corporate mission, vision and values to foster a culture of innovation and engagement. This position plays an integral role in the division as it provides direct engagement and service with all of the divisional clients and ensures that all service requests are investigated and all permit applications are reviewed and, if in order, are filled expeditiously. These functions are critical to the overall effectiveness and efficiency in the overall service delivery by the Municipal Law Enforcement team. Responsibilities - Supervision of MLEO1’s on designated platoons, working alongside officers on day, afternoon and night shifts to accommodate a 24/7 shift coverage complement. - Motivating and leading staff by example through supporting investigative complaints and files. - Ensuring the municipal law enforcement officers complete investigations on by‑law and licensing violations and prepare closing reports for management. - Leading issue resolution initiatives arising from any complaint and inquiry. - Preparing and reviewing prosecution briefs in accordance with industry standards to ensure successful prosecution. - Conducting regular audits of officers’ files and notes. - Establishing and coordinating processes required to ensure understanding and compliance with town by‑laws and licensing. - Overseeing and ensuring that all permit processes are carried out in accordance with applicable town by‑laws. - Supervising in‑house and contracted staff assigned to perform work and activities within the scope of their roles. - Working with HR on hiring, performance evaluation, discipline and other required functions. - Providing input on the career development of assigned staff, including technical direction, training recommendations, coaching and mentoring. - Performing additional duties and undertaking special projects as assigned. The Ideal Candidate We are seeking an experienced professional with a post‑secondary diploma in law and security administration, public administration, or an equivalent combination of education and experience. The candidate should have a minimum of five years of related experience in municipal by‑law enforcement or provincial equivalencies and a minimum of two years of leadership experience. Certification with the Municipal Law Enforcement Officers Association (MLEOA) and/or the Ontario Association of Property Standards Officers (OAPSO) is preferred. The candidate will have demonstrated knowledge and experience in court processes including the Administrative Monetary Penalty System (AMPS) and appearing as a witness in court and in front of quasi‑judicial bodies. Excellent verbal and written communication skills are required, with the ability to communicate with internal partners, council members, town senior leadership and members of the public accurately, tactfully and convincingly. The successful candidate will be required to work a flexible schedule, including in the office, remotely and after hours as required. Salary range: $106,444.72 to $133,055.90 plus a competitive benefit package. Satisfactory passing of a criminal record check, and proof of qualifications will be required of any successful candidate.
