The Assistant Manager of Information Technology Services supports the effective operation of the IT department by providing operational leadership, project management, and technical oversight aligned with the educational and business objectives of the organization. Working under the direction of the Senior Manager of Information Technology Services, the position translates strategic direction into executable plans, ensuring service continuity, operational efficiency, and a sustainable, secure computing environment for stakeholders.
This position supports the Senior Manager of Information Technology Services in the delivery of high-quality, innovative technology solutions that meet both strategic and day-to-day operational needs. The position assists in the planning, development, implementation, and optimization of enterprise solutions, workflows and corporate applications.
List and Brief Description of Specific Duties: Primary Duties
Provides supervision, support and leadership for multidisciplinary IT teams and initiatives of varying size and complexity, including both leading-edge technology implementations and day-to-day operational support activities. Acts as project lead or co-lead as assigned
Supports planning and advisory activities by working with stakeholders to identify technology needs, operational challenges, and improvement opportunities. Assists in developing short-term and long-term technology solutions, project plans, and budget recommendations
Informs senior IT management and project steering committees of project status, issues, risks and mitigation strategies
Communicates technical solutions, risks, and issues to internal stakeholders and team members, translating complex concepts into plain, easily understood language. Escalate issues and recommendations to the Manager as appropriate
Other Duties
Act as delegate for the Senior Manager of Information Technology Services as required
Conducts performance reviews and establishes professional development plans for direct reports
Supports compliance with Ministry of Education requirements, internal audit processes, and applicable legislative frameworks (e.g., MFIPPA, PHIPA)
Documents business cases to evaluate cost savings and process efficiencies for potential projects
Skills Knowledge
Extensive knowledge of enterprise information systems and infrastructure in a multi-tier, integrated IT environment
Strong understanding of Ministry of Education regulations, funding models, Education Act, and related regulations
Proficiency in project management methodologies and practices
Proficiency in emerging technology trends, including generative AI tools
Formal Education and/or Certification(s)
Undergraduate Degree in Technology, Information Science or related discipline
Additional certification, training or experience in project management (PMP, CAPM), communication, or leadership is an asset
Years of Experience
Minimum of 4 to 5 years in information technology management, preferably in the public or education sector
Competencies
Professional knowledge of enterprise-wide information technology systems, infrastructure, data governance, cybersecurity, and service delivery within a large, complex public-sector organization
Ability to lead and coordinate projects of varying size and complexity
Ability to analyze and communicate technical and operational information clearly
Ability to implement and support systems, standards, and processes
Ability to contribute to the design and delivery of new technology solutions (e.g., parent-facing or staff-facing systems)
Interpersonal Skills
Strong interpersonal and communication skills to influence, advise and collaborate with stakeholders across the enterprise
Regular interaction with ITS staff, internal departments, and vendors; periodic interaction with senior staff, administrators, and external partners
Daily interaction with the Senior Manager of ITS
Weekly interaction with employees in other departments and internal executives; these interactions may occasionally require the use of diplomacy and negotiation if agreed-upon timelines are at risk for joint initiatives
Applies interpersonal skills such as coaching, collaboration, active listening, and clear communication to support operational outcomes and team effectiveness
EFFECT Physical, Visual/Auditory and Mental Concentration
Physical effort may include fine finger / precision work at the computer and sitting for extended periods
Visual concentration may include extended periods of analysis, review of solution requirements and contract language
Auditory concentration may include participation in meetings, technical discussions, and issue resolution
High level of mental concentration, problem-solving and decision-making under deadlines
Complexity
Tasks are generally unique (e.g. new technologies and system development).
Issues frequently involve interdependence across departments and divisions
Problems tend to require reference to business rules, policies and procedures, internet research, third party consultations and Ministry of Education/ MFIPPA/ PHIPA guidelines, with escalation of complex or high-risk issues to the Senior Manager of ITS
Responsibility Accountability and Decision-Making
Authorized to make operational decisions within established departmental guidelines and approved project plans
Provides recommendations related to system changes, resource allocation, and project priorities
Significant decisions, budget approvals, and major system changes require approval from the Senior Manager of Information Technology Services
Monitoring staff attendance and approving vacation and other types of leave requests
Impact
Errors may impact service delivery, system reliability, project timelines, and staff productivity within the department and across the organization
Errors could result in unplanned service outages or inappropriate access to data, for example as a result of an improperly managed new product roll‑out
Errors or issues may affect operational efficiency or service quality and are typically identified through monitoring, peer review, or escalation processes
Development and Leadership of Others
Directly responsible for the supervision of 10 staff (Technical Analyst (2), Data Centre Administrator (3), Network Administrator (1), Database Administrator (3), and Team Lead, Information System Services)
Provides leadership, coaching, and mentoring to IT staff and project team members
May participate in recruitment, onboarding, training, and performance feedback activities under the supervision of the Senior Manager of ITS
Resolve conflicts or disputes among ITS staff members using tact and diplomacy
Working Conditions
This position works in a typical office environment, with occasionally travel to school sites or training locations as required.
Periodic extended hours may be required in extraordinary circumstances such as a highly impactful, unplanned systems outage
