Senior Project Controls Manager
Description
This contractor position will initially be located in Vancouver, Canada for approximately 18 months and will then mobilize to Chile. Site visits will be required during the time spent working in Vancouver.
Brunel is seeking a Senior Project Controls Manager to manage and oversee project controls for all engineering, procurement and construction phases of the project whilst working as the primary interface between the Owner, engineering, and construction contractors. Accountable for project planning and scheduling, cost estimating and monitoring, progress measurement, risk management, and reporting. Manages project controls personnel. Assists in establishing operating policies to mitigate risk. Provides guidance and consultation for project managers. Familiar with a variety of the Project's concepts, practices, and procedures. Relies on experience and judgment to plan and accomplish goals.
Essential Functions:
- Provide oversight and validation of contractor project controls, including review and challenge of engineering and construction contractor schedules, cost reports, progress measurement, forecasts, and trends
- Guide and direct resolution of project difficulties and complex project control issues. Strong analytical skills required to review all project controls information and ensure accuracy as well as identify issues, concerns, and potential mitigations
- Interact with the Project Management and Corporate team and participate in regular project meetings. Gather information and prepare reports and presentations of information as needed on the project
- Determine and communicate design changes, scope changes, schedule slippages, and potential impacts and participate in the identification of mitigations.Ensure trends of cost and schedule are identified, manage change management process and communicate and suggest corrective actions
- Coordinate with cross functional team in project setting, ensure project controls team members are interfacing with engineering, procurement, contracts and construction on concepts and relationships to the scope of work and ensure adherence to safety and quality standards
- Manage project baseline process for cost, schedule and progress and ensure all project systems are implemented according to process and company standards and procedures
- Ensure full implementation of company processes and procedures as well as industry best practices with regards to project controls on the project following the company project stage gate process
- Participate in risk management process that includes identification, documentation, mitigation and tracking potential risks on the project. In addition, determine potential cost and schedule/progress impacts of potential risks as they are identified
- Ensure the accuracy of reported progress percentage based on the rules of credit established within the project. Develop progress measurement process for required scopes of work
- Establish and manage project schedule development, review and update processes and ensure accuracy and alignment with the overall master schedule.
- Manage and ensure all project required reporting is prepared and submitted as per approved reporting schedule for the project.
- Mentor and lead project controls team members, ensures project is staffed appropriately, conducts regular staff performance reviews and manages any staffing issues that may arise.
Job Scope:
- Nature of work: Works on moderately complex issues and often implements solutions through consultation with Corporate Directors, VP's, as well as Project level Directors and. Leads and directs the work of others. A wide degree of creativity and latitude is expected.
- Level of interaction: Leads the department or work group with interaction with external peers in various departments to ensure cross coordination between groups.
- Autonomy/decision making: Works under limited to no supervision and has some latitude to set objectives, priorities and timelines affecting the individual assigned area of work.
- Budgetary responsibility: Has limited budgetary responsibility
- Managerial responsibility: Leads the project controls team
Required Qualifications:
- At least 20+ years of progressive experience in project controls on large capital engineering and construction projects, with demonstrated experience in an owner's representative or independent oversight role with at least 15 years in leadership.
- Proven experience overseeing EPC and/or EPCM contractor project controls, including cost, schedule, progress measurement, forecasting, and change management.
- Experience leading project controls on large, high risk, multiyear capital projects, preferably in heavy industrial, mining, energy, or infrastructure environments.
- Experience supporting management change, claims prevention, and commercial alignment on large industrial EPC/EPCM contracts
Preferred Qualifications:
- Leadership ability and strong management skills
- Proficiency in Microsoft Office Word, Excel and Outlook
- Strategic perspective, with the ability to focus on forward looking forecasts, risk exposure, and decision support rather than historical reporting
- Excellent communication skills, including the ability to clearly convey complex cost, schedule, and risk information to both technical and non‐technical stakeholder
- Strong analytical and critical thinking skills, with the ability to independently assess cost and schedule performance, identify trends, and evaluate risk.
- Strong integration skills, ensuring alignment across engineering, procurement, construction, finance, and commercial functions.
- Ability to multi-task in a high paced project environment
- Experience with ERP system, estimating software, SAP and EcoSys is preferred
- Experience with cost control including project estimating, forecasting and cost management Strong understanding of Primavera and with overall planning process and best practice on capital mining projects
- Construction experience with an ability to maintain awareness of occupational hazards and safety precautions in a construction environment
- Experience with mining construction projects
