On behalf of a healthcare client, we are seeking a Business Architect to work under the direction of a Project Director and within an Enterprise Architecture function. The Business Architect will operate in a full-time capacity during a defined 6-month planning and scoping phase, collaborating closely with a Project Director, Enterprise Architect, and Senior Business Analyst as part of a core delivery team. Deliverables - Perform current-state assessments and business architecture gap analyses for core clinical and operational processes, with a focus on key operational capabilities — covering capability and
service alignment, embedded workarounds, and policy/workflow constraints. - Enhance and validate the conceptual business architecture reference model, aligned with broader enterprise architecture and adjacent systems (clinical, reporting/analytics, billing, telephony, mobile field, and partner systems). - Develop the future-state business architecture, including capability maps, service structures, and target workflows for priority dispatch, clinical, and field operations (e.g., call intake, event creation, resource assignment, routing, mobile enablement, degraded-mode operations), aligned with long-term service strategy and shared services context. - Create a business architecture roadmap from current to future state, aligned with program sequencing and procurement/implementation phases. - Assess and communicate benefits, impacts, risks, and organizational implications (workflow, policy, HR, change/adoption), and lead development of a quantified benefits realization framework (categories, baselines, measurement, ownership, timing). - Develop models, journey maps, and architecture artifacts to support communication with operational, clinical, executive, and partner stakeholders. - Participate in regular and ad hoc meetings to provide updates on design decisions, progress, status, risks, and mitigation strategies. - Lead and facilitate workshops with SMEs to define and validate current- and target-state business architecture views across operational and partner domains. - Collaborate with cross-functional teams (enterprise architecture, IT, procurement, and external stakeholders) to provide business architecture input into technical and operational requirements. - Contribute to estimation, roadmap development, and resourcing models, ensuring workflow complexity, change impact, adoption effort, and benefit timing are clearly reflected for decision-making. Qualifications Specific Qualifications or Experience Required: - A level of education, training, and experience equivalent to a degree in Project Management, Health Administration, Business Administration, Information Management or a related discipline - Must have 5+ years working in a Health Authority or similar workplace. - Must have demonstrated 5+ years leading and delivering Enterprise level projects. - Must have demonstrated 5+ years managing software architects and application development teams. - Working knowledge of and experience with agile management concepts, practices, and deliverables - Proven success in architecting solutions at business, conceptual, logical, and physical levels. - Must be able to communicate clearly with multiple groups of interested parties with differing needs, including senior executive resources. - Demonstrated experience facilitating and managing consultation processes with a wide range of interested parties. - Ability to effectively navigate and deliver results in a large and complex environment. - Demonstrated capability in handling sensitive and challenging situations. - Demonstrated capability to work collaboratively with Senior Management team and Executives. - Excellent interpersonal, written, and verbal communication skills dealing with senior executives and clinicians. - Excellent team management skills - Excellent proficiency with MS Office toolsets (Word, Excel, Visio, Project) Preference Given To Candidates Who Can Demonstrate - Experience developing provincial-level interoperability roadmaps. - Experience with architecture across multiple provincial clinical domains including: - laboratory - medical imaging - pharmacy - immunizations - primary care - patient attachment - provincial registries (client, provider) - Experience in large-scale healthcare interoperability or integration projects - Experience working with FHIR, as well as other Health Standards such as HL7v2, CDA, and related terminologies such as LOINC, SNOMED - Experience with identity and access related technologies such as federated authentication, OAuth2, OIDC, SAML, ADFS, Azure Active Directory - Experience with
mission-critical public safety / emergency communications platforms (CAD, PSAP, 911/NG911, mobile field solutions) or comparable mission-critical operational systems - Experience with NG911 / NENA i3 concepts, location services (device-based, indoor/vertical), IoT ingestion, and modern telephony interface patterns - Demonstrated experience replacing or modernizing heavily-customized vendor platforms using a configuration-first approach, with explicit attention to sustainment, key-person dependency, and vendor supportability - Experience drafting technical and clinical requirements packages for large-scale public-sector procurements (RFP), including safety-critical acceptance criteria, non-functional requirements, and evaluation-ready scoring inputs - Familiarity with BCEHS and/or other emergency medical services, paramedic, or public safety operating environments, including the interaction of dispatch, clinical hub, and field workflows - Experience with cloud-hosted mission-critical workloads (e.g., AWS/Azure), redundant private network design, Disaster Recovery/Business Continuity Planning and exercise-based validation, and security/privacy assurance activities (STRA, PIA, penetration testing) Affinity Earn Know someone who’s great for this, or any of our open roles?
