About the job The North Coast Transmission (NCT) Portfolio is a large, multi-year program of capital projects to build new transmission infrastructure in BC’s Northwest to support our customers and resource development in the region. The current portfolio is focused on advancing the NCT Phase 1 and Phase 2 500 kV transmission lines between Prince George and Terrace, and the NCT Phase 3 500 kV transmission line North of Terrace. NCT is one of 4 projects in BC identified by the Government of Canada Major Project Office as ‘Projects of National Interest’. NCT plays an important role for BC Hydro in advancing reconciliation and building new partnerships with First Nations, including through opportunities for co-ownership and collaboration on environmental planning and management.
This role offers a unique opportunity for an experienced, innovative and collaborative leader to help shape and drive the successful planning and construction of new energy infrastructure that will shape British Columbia’s economy and build enduring partnerships with First Nations.
This role will lead a team of professionals to deliver the environmental assessment and construction environmental risk management for the NCT portfolio. It is responsible for advancing and negotiating environmental and socio-economic project conditions with First Nations and regulators and ensuring the development and implementation of these requirements for both construction and operations are effectively integrated across project teams including engineering, safety, procurement, construction management, Indigenous relations and operations. The role also oversees implementation of environmental and socio-economic compliance and monitoring programs during construction and supports the transition of these programs into operations where required.
What you’ll do
Oversight and management of environmental risks and socio-economic risks, through a team of approximately 12 staff headquartered at Edmonds and in the regional locations (Prince George and Terrace), to ensure programs are effectively delivered, compliance requirements are met and risks are consistently assessed and managed;
Ensuring the safety performance of direct employees and contractors;
Leading the strategic negotiation of environmental and socio-economic conditions across all NCT projects;
Overseeing the development and implementation of environmental policies and standards to support business objectives, priorities and to ensure compliance and due diligence.
The Manager, NCT Environment will:
Establish short- and long-term priorities and delivery plans for the NCT Environment team.
As a member of the NCT Leadership Team, ensure environmental priorities and resources are aligned across project functions (e.g., engineering, procurement, construction management, etc.) to support efficient and effective NCT project construction and delivery.
Lead and manage a team of employees, consultants and contractors to ensure professional, credible engagement with First Nations, regulators, stakeholders, and the public on a variety of environmental matters, including aquatic and wildlife, pollution prevention, dust, debris, sediment and erosion control, and archeology.
Contribute to project and managerial decision making by providing environmental risk management expertise in support of BC Hydro’s strategic objectives and commitments.
Oversee construction environmental performance, compliance, monitoring and reporting.
Represent BC Hydro with regulators, First Nations, contractors, and stakeholders regarding environmental objectives, commitments and compliance matters.
What you bring
Bachelor’s degree in Natural Resource Management or Sciences, Business Administration, Economics, Engineering, Finance and/or Law. A master’s degree is considered an asset.
12+ years of relevant experience.
Demonstrated leadership experience, including leading multi-disciplinary teams.
Strong negotiation skills, with the ability to drive for secure agreement on business-focused, reasonable project conditions.
Ability to represent BC Hydro effectively on internal and/or external negotiations, committees or similar forums.
Strong understanding of environmental management in a project business context, including financial, operational and strategic planning and management.
Sound knowledge of BC regulatory context, environmental, socio-economic and public interest considerations, and the ability to integrate these into project planning and execution.
Strong analytical and problem solving skills, with the ability to foster innovation, collaboration, responsible risk-taking through coaching and mentorship.
Excellent verbal, written and interpersonal skills, with the ability to build relationships, negotiate effectively, and communicate effectively with both technical and non-technical audiences.
Proven ability to lead teams, drive performance, and deliver measurable results.
Ability to think creatively and strategically to develop solutions in a complex, multi-stakeholder environment.
