Description
Responsibilities - Lead a cross-functional team comprised of customer representatives, supplier representatives, and internal Raytheon functional team members. - Develop and execute the Training Management System IPT’s objectives in alignment with the contract scope and technical specifications, ensuring effective management of cost, schedule and performance for the deliverables within the IPT charter. - Manage the development, delivery and maintenance of the LVCTS Training Management System (TMS) including the Learning Management System, Resource Management System, Exercise Design and Control Tools, After Action Review and Data Analytics. - Foster collaboration and communication across IPTs and the overarching Plenary IPT to ensure successful program execution. - Manage the development and maintenance of the TMS User Manual in coordination with ILS. - Ensure on-time delivery of all customer and subcontractor deliverables in accordance with the contract, subcontract and supplier data requirement lists. - Hold and facilitate regular design reviews, subcontractor performance reviews, and customer meetings, implementing a progress tracking method that identifies risks and opportunities for LVCTS Program Management. - Utilize Earned Value Management (EVM) tools and techniques to estimate and communicate specific work scope remaining on responsible contract requirements. - Assign tasks, manage personnel, and coordinate technical and non-technical disciplines in the completion of IPT work. - Track IPT progress against the plan, control costs, and ensure quality and safety standards are met. - Prepare IPT status reports, cost estimates, and documentation; communicate with stakeholders, management, and team members. - Identify technical issues, troubleshoot problems, and implement effective solutions. - Ensure adherence to all corporate policies, relevant safety codes, industry regulations, and all applicable legal aspects. Requirements - Bachelor’s degree in Engineering, Computer Science, Program Management or a related field (or equivalent in training and experience). - Minimum 8 years of progressive experience in software development for training systems, preferably in the defence or aerospace sector. - Strong expertise in project management, particularly in cost control, scheduling, technical performance and reporting. - Program Management Professional (PMP) certification or near completion of certification. - Successful candidate must complete RTX EVM certification immediately after hire. - Exceptional leadership, decision-making and communication skills to balance varying priorities and drive program success. - Robust organizational skills with attention to detail and accuracy. - Proficiency in Microsoft Office Suite, including Word, Teams, Excel, Project and SharePoint. - Bilingual in English and French is an asset. - Familiarity with Department of National Defence/Public Services and Procurement Canada is an asset. - Willingness to travel as required to support business needs, supplier engagement and/or program activities. Additional Information The successful candidate will be required to complete a criminal background check and obtain/maintain a Government of Canada security clearance and any applicable clearances with respect to the handling and transfer of controlled goods. This position is eligible for consideration of a hybrid work arrangement with set onsite days.
