Manager, Regulatory & Land Services Date: May 15, 2026 Location: Calgary, Alberta, Canada Company: Trans Mountain Department: Regulatory Reports to: Director, Regulatory Worker Type: Employee Schedule Type: Full time Work Setting: In-office Key Responsibilities - Oversight of document control, quality assurance and internal review processes for regulatory filings, including facility applications and tolls/tariffs. - Maintain strong internal controls to support compliance with regulatory requirements and corporate standards. - Establish new procedures or processes, as needed to support regulatory and land deliverables within the company, as well as external issuances. - Provide leadership and direction to analysts, ensuring high-quality delivery of work and timely issue escalation across department and corporate groups. - Foster collaboration, accountability, and professional development within the team. - Support Directors and Managers in developing annual departmental work plans, tracking priorities, and coordinating resource and capacity planning. - Monitor performance against targets and ensure alignment with ISLMS requirements where applicable. - Develop and maintain risk identification frameworks, mitigation strategies, and issue resolution tools. - Establish processes to track, manage, and close regulatory conditions, obligations, and directives in a transparent and auditable manner. - Establish and implement management of change protocols for new department initiatives. - Oversee the preparation of departmental reports for internal and Board of Director audiences. - Maintain a comprehensive, compliant records management system for regulatory and land management activities. - Lead continuous improvement and business transformation initiatives, including process optimization and enhancement of regulatory management systems. - Advance regulatory and land management programs to improve efficiency, consistency, and compliance maturity. - Act as the primary liaison with IT to define business requirements, align solutions with change roadmaps, and support data, analytics, and AI initiatives. - Lead data and trend analysis to enable informed, evidence-based decision-making by department leadership. - Support departmental financial management, including budgeting, forecasting, cost control, and change order administration. - Ensure supply chain processes are effectively managed and that financial impacts are understood and communicated to leadership. Qualifications and Professional Experience - Post-secondary education in Business Administration, Engineering, Environment, Planning, Law, Public Administration, or a related discipline. - A minimum of 7 years of experience leading or sponsoring business change, operating model development, or continuous improvement initiatives. - At least 3+ years in a people management or senior supervisory role with accountability for team performance and delivery in a fast-paced, deadline driven environment. - Direct experience or familiarity with regulation in the energy industry. - Demonstrated experience overseeing regulatory services, process development and implementation, land services, permitting, establishing governance frameworks, or setting up operational support functions. - A supportive and collaborative leader who values mentoring, coaching, and building strong teams, and who approaches difficult conversations with empathy and clarity. - Proven experience with financial management, forecasting, and vendor oversight in a complex environment. - Proven understanding of delivering in a matrix environment managing multiple dependencies necessary for successful outcomes. - A track record of delivering high‑quality work, managing competing priorities, and supporting key business processes or operational functions. - Demonstrated ability to work effectively with colleagues and stakeholders from a variety of backgrounds and levels across the organization. - Effective communication skills, including the ability to convey information clearly, respectfully, and professionally. - Proven organizational skills with the ability to manage priorities, meet deadlines, and maintain attention to detail in a fast‑paced environment. - Commitment to inclusive practices and a willingness to contribute positively to a collaborative and supportive workplace culture.
