Position Overview Bilingual Manager, Employee & Labour Relations – Permanent – Ottawa We are seeking a senior‑level employee & labour relations professional with bilingual proficiency (English/French) to lead complex investigations, grievance management, and strategy in unionised environments. Key Responsibilities Deliver expert advice to senior leaders on litigation‑sensitive ELR matters. Interpret and administer collective agreements consistently and defensibly. Lead grievance management, arbitration preparation, and tribunal representation. Conduct investigations into harassment, misconduct, and terminations with risk assessments. Evaluate severance and termination risks and recommend cost‑effective solutions. Coordinate responses to agencies such as the Human Rights Tribunal and Ministry of Labour. Support bargaining and negotiations and collaborate with legal counsel on policies. Provide training to operational leaders on compliance and decision‑making. Qualifications Bilingual proficiency (English/French) required. Minimum 5 years progressive HR experience focused on senior ELR (complex/high‑risk). Post‑secondary education in HR or a related field preferred (or equivalent experience). Robust knowledge of Ontario laws such as the ESA, Human Rights Code, and WSIB. CHRP designation preferred. Experience in policy interpretation, case management, and strategic advising. Secret‑level security clearance or immediate eligibility. Proven judgment in sensitive situations and strategic thinking. Compensation & Benefits Salary: $98,000 to $110,000 (dependent on experience) with comprehensive benefits, employer‑paid development, generous PTO/holidays/sick days, retirement matching, employee perks, social events, and free parking.
