Description
PURPOSE: Reporting to the Associate Director of Public Works, the Capital Projects Advisor will manage the planning, design, tendering, construction supervision, commissioning and warranty of assigned projects. This is a full-time permanent position that is required to work in the office and with moderate local travel required. COMPENSATION AND PERKS: Cowichan Tribes offers an excellent benefit and pension plan available after successful completion of the probationary period. The position includes paid training, paid vacation and paid sick leave. Depending on experience, the position starts at $44.84 - $47.53 per hour ($81, 605.79 - $86, 498.36 annually). RESPONSIBILITIES: - Liaise with Consultants, Cowichan Tribes administration, Cowichan Tribes citizens, government representatives and regulatory agencies regarding assigned projects - Act as Owner’s Representative for the purpose of monitoring the assigned projects - Inspect and approve work to ensure contract compliance and workmanship quality - Monitor the ongoing appropriateness of contract documents - Issue, approve and review change orders for appropriateness of content, cost, credit etc. - Coordinate schedules and attend committee meetings as required - Liaise with design professionals, Architects, Engineers, other consultants, staff, Cowichan Tribes citizens and other stakeholders regarding funding, design and execution of assigned projects - Advise with consultants, contractors, subcontractors and/or suppliers as required - Monitor and maintain records for accuracy of financial transactions regarding assigned projects - Prepare and submit required documents and reports and administer contracts and agreements - Prepare reports for the overseeing committee(s), Associate Director of Public Works and/or Chief Administrative Officer - Prepare documents and make presentations to committees and/or Chief & Council - Review contract documents and make recommendations to the Associate Director of Public Works - Assist the Associate Director of Public Works with preparation of capital plans, funding requests, and funding reports - Attend community, department and committee meetings as required - Advise, prepare schedules, manage and present training related to projects Other related duties as required EDUCATION AND EXPERIENCE: (please attach all required documents) - Bachelor’s degree in a relevant field required; combination of education and related experience may be considered - 5 years’ experience in project coordination/project management required - Eligible for membership in Applied Science Technology & Technicians of BC or equivalent preferred - Completion of construction, technology and supervisory training required - Criminal Record Check required - Valid Class 5 BC driver’s license and reliable vehicle required KNOWLEDGE, SKILLS, AND ABILITIES: - Well-developed communication and presentation abilities - Demonstrated planning, analytical and organizational skills - Demonstrated leadership abilities, including strong negotiation and conflict resolution skills - Demonstrated proficiency in Microsoft Office Suite programs, including Microsoft Projects, One-Note and other project management tools and software - Demonstrated finance and budget management skills - Ability to take initiative, possess good judgment, work well independently and as part of a team - Ability to communicate complex information - Ability to coordinate and/or manage a variety of construction projects simultaneously - Knowledge of internal databases such as AIS and TIFIS - Knowledge of Cowichan Tribes internal departments and programs - Knowledge of infrastructure, engineering projects, building codes & standards and construction trades - Knowledge and understanding of Cowichan Tribes culture, land, traditions and the Hul’q’umi’num’ language or a willingness to learn HOW TO APPLY: Interested applicants are invited to submit a current resume, a detailed cover letter and three references to Human Resources by email or in person before the deadline with the Reference No. included.
