Overview The Municipality of North Cowichan (population 31,990) is located in the beautiful Cowichan Valley on Southern Vancouver Island, between Nanaimo and Victoria. Position Summary We are seeking a technically solid, solutions‑oriented Manager, Engineering (Utilities) to manage the planning and delivery of water and sanitary infrastructure projects and related services. The role focuses on short, medium, and long‑term planning and delivery, supporting infrastructure design, construction, and operations with the maintenance of all water and sanitary assets. Key Responsibilities Plan and manage water and sanitary infrastructure projects from concept through delivery, including scheduling, budgeting, risk management, and leading project meetings. Implement and maintain asset management processes. Develop conceptual and preliminary designs of infrastructure. Coordinate inspection and condition assessment programs to inform renewal strategies. Assess land development applications and manage consultant projects. Prioritize infrastructure projects for capital budgets and plans. Review and respond to service requests, including field investigations and technical analysis. Receive, investigate, and respond to inquiries and complaints in line with municipal policies. Manage direct reports, assign work, review performance, and provide ongoing feedback and support. Perform other duties as assigned. Qualifications Completion of a post‑secondary degree in civil engineering or a related field. Registered (or eligible for registration) as a Qualified Engineer (P.Eng) with Engineers and Geoscientists of British Columbia (EGBC). Eligibility for registration within six (6) months is required. Minimum of three (3) years of technical engineering experience; municipal experience preferred. Minimum of five (5) years of supervisory experience, preferably in a unionized environment. Demonstrated knowledge of project management principles; PMP certification considered an asset. Valid Class 5 B.C. Driver’s License with a satisfactory current driver’s abstract. Skills Project management: coordinate multiple phases, manage consultants, deliver on budget and timeline. Risk identification and mitigation. Proficiency in spreadsheet, word processing, database, and file organization. Advanced AutoCAD skills and experience with mapping/GIS programs. Experience with engineering and project planning software. Engineering/asset management planning. Robust organizational and interpersonal communication skills. Cost estimating and budget tracking. Modelling and technical analysis (asset management). Abilities Independently manage the full lifecycle of infrastructure projects—planning, design, delivery—developing comprehensive plans and coordinating cross‑functional teams. Assess land development proposals and understand servicing requirements. Collaborate across departments and build effective working relationships. Maintain accurate records, notes, and documentation using Microsoft Office, AutoCAD, and other tools. Exercise independent judgment and work with minimal supervision. Communicate technical information clearly to both technical and non‑technical stakeholders. Prepare and present complex technical and financial materials to senior leadership and Council.
