Project Manager, Facilities&Storage Programs
team is responsible for planning and executing multiple integrity-driven maintenance projects across the client’s Liquids Pipeline system. The Project Manager plans and leads projects within the API 653 Internal Inspection&Refurbishment Program, Small Tanks&Pressure Vessels Program, and CSA Z341 Oil Storage Maintenance Program. The API 653 Internal Inspection&Refurbishment Program is the largest program within the portfolio, and experience supporting API 653 tank maintenance projects is considered a strong asset. This role is responsible for managing projects throughout the full lifecycle, including planning, budgeting, engineering coordination, contractor management, field execution, safety, quality, reporting, and closeout activities while ensuring projects are delivered safely, efficiently, on schedule, and within budget.Key Responsibilities
Lead integrity-driven maintenance and facility projects from initiation through execution and closeout. Confirm project scope with sponsors and coordinate scope changes and approval processes. Develop and maintain project cost estimates for budgeting, project approvals, change management, and opportunity evaluations.Coordinate with FASP team members and internal stakeholders to support weekly and monthly project reporting activities. Track project performance, project spend profiles, schedules, risks, and budgets throughout the project lifecycle. Facilitate change order processes and approve contractor and vendor invoices.Analyze schedule and budget risks and develop mitigation strategies to support project success. Ensure work orders and purchase orders are accurately tracked, maintained, and closed. Coordinate project financial closeout activities and final reporting requirements. Ensure Supply Chain support through preparation, evaluation, negotiation, and award of contracts and purchase orders.Develop and evaluate Requests for Proposals (RFPs), negotiate contract terms, and prepare work order requests. Initiate material requisitions, review vendor quotations, support negotiations, approve purchase orders, and monitor material change requests. Work closely with Project Engineers to finalize repair scopes, manage engineering contractors, and support development of construction packages and material requirements.Manage resource requirements and coordinate internal support teams, engineering consultants, contractors, and field personnel. Coordinate out-of-service and return-to-service planning activities. Lead pre-construction planning, progress reviews, deliverable reviews, contractor coordination, and lessons-learned activities.Work closely with Construction Coordinators to ensure daily and weekly execution plans are developed, communicated, and taken forward. Develop outage plans and coordinate contractor scheduling and pre-construction deliverables. Review inspection reports and monitor construction progress using cost and schedule tracking tools.Evaluate project performance and communicate schedule, scope, or cost changes to stakeholders and project sponsors. Apply lessons learned to future projects and identify opportunities for process improvements, new technologies, and innovative execution methods. Ensure contractor quality plans are approved, implemented, and followed throughout project execution.Ensure quality issues are documented, tracked, and corrected appropriately. Support continuous improvement of project safety culture and maintain commitment to zero recordable incidents. Ensure contractor safety plans are submitted, approved, and followed prior to and during construction activities.Monitor contractor safety performance and provide immediate feedback regarding deficiencies or non-compliance issues. Maintain strong working relationships with Project Engineers, Construction Coordinators, Project Controls, Safety, Quality, Operations, Environment teams, and project sponsors. Manage external stakeholder relationships including vendors, consultants, and contractors to support scope, schedule, cost, and execution requirements.Qualifications
Bachelor’s degree in Engineering required. Minimum of 7 years of progressively responsible experience in project management, detailed design, engineering, field engineering, construction management, or related technical project environments. Experience supporting API 653 tank maintenance projects is considered a strong asset.Experience in Engineering, Construction, and Field Operations environments. Strong project planning, scheduling, budgeting, and execution management experience. Demonstrated ability to manage contractors, consultants, vendors, and multidisciplinary project teams. Strong understanding of project controls, change management, risk mitigation, safety, and quality processes.Excellent organizational, analytical, and problem‑solving skills. Strong communication and stakeholder management capabilities with the ability to work effectively across multiple platforms and with remote and in‑person teams. Ability to proactively identify obstacles, risks, and operational challenges while developing effective mitigation strategies and innovative solutions.Self‑motivated and capable of taking ownership of projects and deliverables with minimal supervision. Ability to work effectively in a fast‑paced, team‑oriented environment with multiple competing priorities. Valid driver’s license required. Working Conditions
Office‑based environment with regular field visits required. Scheduled travel to operating facilities, construction sites, and manufacturer facilities up to 25%.
