In accordance with the Government of Nunavut’s Remote Hiring Policy, this position is being advertised in the home community or is eligible for remote work. Reporting to the Manager, Liquor and Cannabis (Manager), the Senior Legislative and Policy Analyst is responsible for leading the research and development of liquor and cannabis policy and legislative initiatives to address the priorities and strategic direction of the department, to align with the government mandate, and ensuring that the internal and external consultation occurs with stakeholders throughout the development and implementation process. The Senior Legislative and Policy Analyst prepares key documents such as Cabinet submissions, reports, directives, legislative proposals and discussion papers, in addition to departmental responses, recommendations and briefing notes as required to support Senior Managers, Assistant Deputy Ministers, the Deputy Minister and Minister’s Office. Through the strategic/business planning process, the position has an impact on the short and long-term direction of the department. The position works independently and in a team environment to manage, support and coordinate the policy and legislation review/development/implementation process for liquor and cannabis matters within the department. Key responsibilities of this position include the development of the department’s policy and legislative initiatives related to liquor and cannabis, liaising with internal and external stakeholders, and supporting secretariat services to the Manager, Director, Deputy Minister and Minister for the federal-provincial-territorial files. The Senior Legislative and Policy Analyst develops and manages departmental legislation and policy initiatives by; Researching and analysing liquor and cannabis legislation, policy and strategy from other jurisdictions; Developing legislative proposals in collaboration with other stakeholders/advise on legal and legislative options and alternatives; Consulting with and making presentations to federal, provincial and territorial departments responsible for liquor and cannabis, professional organizations, governmental/non-governmental agencies and stakeholders, and the public; Engaging with the necessary committees, individuals and organizations to ensure the philosophies and practices of Inuit Qaujimajatuqangit are reflected in the initiatives; Working with Communications staff to create a communication strategy for legislation and policy initiatives and; Evaluating the impact and effectiveness of legislation, policies and major departmental initiatives. The Senior Legislative and Policy Analyst is responsible for monitoring, evaluating and critiquing political, legal, social, economic and legislative development affecting legislation, policies and practices. This position will also prepare for and monitor the Legislative Assembly by; Ensuring that Minister and Deputy Minister have up-to-date briefing material to review during the sittings of the Legislative Assembly; Monitoring of broadcast proceedings of the Legislative Assembly including reviewing the Nunavut Hansard; Preparing formal and informal responses to questions directed to the Minister of Finance in the Legislative Assembly; and following up with senior managers regarding issues raised in the legislature. The knowledge, skills, and abilities required for this job are usually acquired through: an undergraduate Degree in Political Science, Social Science, Law, Public Administration or related field from a recognized institution, plus. Three (3) years’ experience in legislation and policy research, development and analysis. A master’s degree in a related field is an asset. The Official Languages of Nunavut are Inuktut, English and French. Applicants may submit their resume in any of the official languages of Nunavut. Fluency in more than one of Nunavut’s official languages would be considered an asset. Knowledge of Inuit communities, culture, land,Inuit Qaujimajatuqangit, Inuktut and experience working in a northern cross-cultural setting are also considered assets. Acceptable combinations of education and experience may be considered for this position.
