Job Summary A Brief Overview Reporting to the Director, Project Management, the Project Manager is accountable for the end-to-end delivery of projects and works, operating with a high degree of autonomy to ensure adherence to the Queen's Design Standards, and other applicable Queen's programs and initiatives. The project portfolio may include deferred maintenance, departmental priorities, grant-funded initiatives, emergency projects, and other capital and renewal work supporting Queen's University Facilities. This position is the project lead for moderately-complex renovation and construction projects. This position is involved with the project from open to close including defining project milestones, design, construction, budget adherence, quality, and closeout. This position identifies any challenges that could impact the final deliverables, and actions changes to meet project outcomes. This position also leads the procurement process for all projects, and complies with university policies, procedures, and applicable legislation and regulations. Job Description What you will do Acts as the project lead for renovations and construction projects, including the development of scope, proposals, schedules, estimates, budgets, monitoring project progress, updating project plans, guiding the design team on scope, and close out of activities. Acts as the first point of contact for consultants, internal university services, regulatory bodies, and external groups (municipality, utility providers, etc.). Provides oversight and direction to external trades and contractors, and performs construction site inspections. Leads regular status meetings with project teams. Liaises with clients, contractors and other stakeholder departments to facilitate resolution of issues and follow-up on actions plans. Leads the procurement process for projects, complying with university policies and procedures. Leads negotiations for resolution of any claims related to schedule or costs, ensuring supporting documentation is available and maintaining strict adherence to budgetary guidelines. Performs detailed reviews of design packages to ensure completeness, accuracy and compliance with regulatory requirements, permit requirements and university design standards. - Other duties as required in support of the department and/or unit. Required Education - Four-Year Bachelor Degree or equivalent. In addition, requires trade certification, qualification, or on-going learning to remain ahead of changes in technology or emerging fields. Required Experience - More than 5 years of experience. - Experience in risk management practices considered an asset (e.g., conducting risk assessments, Financial Risk, Insurance Risk, Credit Risk, Operational Risk, Project Risk, Market Risk, Technology Risk including information Security and/or Cybersecurity, etc.). - Experience in contract management including one or a combination of drafting, negotiating, executing, and/or amending contracts is considered an asset. - Experience in financial planning and analysis practices considered an asset (e.g., forecasting, modelling, etc.). - Experience working with trades considered an asset. - Experience working at a post-secondary education institution considered an asset. Required Licenses and Certifications A PMP (Project Management Professional) certification considered an asset. G Driver's Licence required. Satisfactory Criminal Records Check required. - Vulnerable Sector Screening required. Consideration may be given to an equivalent combination of education and experience. Job Knowledge and Requirements - Knowledge of concepts and principles in a specialist field that is typically acquired through a combination of advanced qualified or academic qualifications and/or significant work experience. - Provide expert advice, guidance and consultation on highly complex issues and/or where the outcome may be contentious. - Interaction with others requires highly developed interpersonal skills to effectively persuade, negotiate, counsel, and/or consult. - Adapt messages to meet the different needs of different audiences. Prioritize and distribute work to deliver objectives on time and to the highest standard - Identify in advance when the intended results may not be achieved and develops a plan to address the gaps. - Lead team and project meetings and develop team/unit and departmental project plans. - Lead procedural or technological change within a unit or across broader university functions. - Identify opportunities to improve the effectiveness and efficiency of work processes. - Anticipate complex challenges to ensure activities are completed on time. - Effectively leverage relevant data as input to making decisions. - Appropriately assess risks before making a decision. - Comprehensive understanding of what sexual violence, harassment and discrimination are, and their varying effects on diverse members of the community. - Question and take appropriate steps to address attitudes, macroaggressions and other behaviours which are discriminatory.
