Edmonton, AB; work remotely from within Canada; may require onsite meetings up to 3-4 times per fiscal year. Responsibilities

Provide hands‑on support, leadership, advice, and direction on strategic data initiatives. Coordinate with internal and external clients to understand analytics needs and how to use data to meet those needs. Anticipate, identify, and respond to diverse and complex data analytic requirements across client departments and external organizations.Evolve services and project deliverables in response to emerging user and business needs, design and technical opportunities. Collaborate with Manager Analytics Capability Centre to provide expertise and leadership in the design and execution of analytic projects. Develop and share data models and products.Continuously improve analytics capacities. Design and support the development of analytic service offerings. Analyze and organize raw data, preparing it for prescriptive and predictive modeling, and build algorithms that deliver business value. Evaluate business needs, enhance data quality, and design analytical tools to support data services.Conduct complex data analysis and collaborate with data engineers and analysts on projects. Coach and mentor team members, fostering a client‑centric approach and encouraging innovative solutions. Work closely with senior management to support a cultural shift toward data as a strategic asset and maintain effective relationships with internal and external stakeholders.Create and present options, roadmaps, frameworks, models, and briefings for senior executives on analytics services, based on best and emerging practices. Facilitate strategic conversations to develop shared understanding and generate options for decision‑making that align diverse stakeholder interests.Develop baseline and ongoing outcomes, key results, metrics, and other indicators. Work as part of a team responsible for the generalizable extraction of knowledge from data by applying various techniques, including probability models, machine learning, programming, statistics, data engineering, pattern recognition, and data visualizations.Apply expertise in data analytics or as a data scientist to provide insights, support decision‑making, and facilitate strategic business planning. Focus on predictive analytics and needs‑based analytics strategies to simplify, consistently produce, and re‑use models and assets to drive measurable value.Provide executives and decision makers with a deeper understanding of operations, transactions, services, and information to identify new opportunities uncovered through analytics. Deliver depth and insights on government data assets, transforming them into meaningful analytics for decision making.Apply knowledge of statistical classification techniques such as k‑means, hierarchical clustering, partition trees, and logistic regression. Integrate quantitative and qualitative data to create business insights. Design and create dashboards and custom reporting with various data sources and inputs.Analyze data and prepare results. Gather and document client requirements. Capture business and technical metadata for analytical products. Escalate issues and risks as appropriate. Work within a multi‑vendor/staff environment. Qualifications

Must Have

Bachelor’s degree in Computer Science or related field (equivalency considered). Experience and comprehensive skills in using statistical and programming languages such as R, Python, SQL. Experience building and deploying end‑to‑end analytical or AI‑enabled applications, from data ingestion to user‑facing solutions using modern web frameworks (e.g., React.js, Vue.js).Experience in building analytical and quantitative analysis models. Experience in data analytics or data science. Experience preparing data for prescriptive and predictive modelling. Experience with various approaches and methods for data analytics and data science (e.g., complex statistical modelling).Experience with statistical and data mining techniques to address key business issues. Experience combining raw data from a variety of data sources within and across domains. Experience using big data technologies (e.g., Hadoop, Spark) or cloud platforms such as Azure or Snowflake. Experience working with large government datasets.Nice to Have

Experience with data sharing, data linkage, de‑identification, metadata, data quality, ethics, synthetic data, and data literacy, and the ability to promote use of government data. Experience designing and maintaining data pipelines, analytics workflows, or data product workflows. Experience in understanding complex business questions and framing the right analytical question to solve a business problem.Experience preparing visualizations, dashboards, and analytical models. Experience in client communication, explaining complex data principles in a thoughtful manner. References
