Procurement Consultant

for Provincial Government agency client, Mississauga.

Job Type: Temporary.

Initial Term: ASAP for approximately 6 months.

Existing Vacancy: Yes.

Target Compensation: From $42.48 per hour to $47.82 per hour, with some flexibility according to experience.

Regular Work Hours: FULL TIME WORK HOURS– 7.25 work hours per day, not including unpaid 45 min lunch break, to be worked between 8am-4pm or 8:30am-4:30pm, Monday to Friday (36.25 work hours per week).

Work Location: 100% onsite at Client's Mississauga office.

Position Reports To: Director, Procurement and Supply Chain Management.

Responsibilities Summary Provide contract development services, strategic advice and expertise in developing and implementing major procurement initiatives, and monitor procurement/service arrangements to ensure compliance with contractual terms and conditions.

Build and enhance client relationships; work with management to define procurement needs, priorities, and sourcing strategies, including analysis of supply needs, price forecasting, cost-benefit analyses, and service delivery options.

Lead and support competitive procurement processes, including development of RFPs, contracts, invitational tenders and sourcing plans, ensuring compliance with procurement policies, directives, and legal requirements.

Provide advisory services on procurement policies, procedures and guidelines, and support fair, transparent and compliant procurement practices.

Negotiate contracts and establish supplier alliances; manage vendor relationships, resolve disputes, and address non-compliance with contractual obligations.

Monitor and evaluate vendor performance, develop benchmarks, and conduct formal assessments to ensure contract compliance, service quality, and value for money.

Conduct market analysis of goods, services and suppliers; evaluate supplier capabilities and coordinate technical assessments to support specification development and procurement decisions.

Coordinate procurement administration, ensuring accuracy, completeness, and tracking of procurement activities, assets, and historical data.

Develop and implement procurement policies, procedures, guidelines and systems to improve operational effectiveness, contract management, and compliance with environmental and regulatory requirements.

Additional procurement responsibilities as required.

Education Relevant postsecondary education in business or supply chain management, or other applicable combination of work experience and education.

Preferred Work Experience At least 4+ years of progressive, related work experience in procurement and contract management.

Preferred Sector Experience Public Sector procurement experience.

Technical and Language Skills Requirements

Experience with procurement management tools and e‑tendering platforms preferred.

Proficiency with common office software (word processing, spreadsheets, databases, project management and presentation tools) to support reporting and analysis (will be tested).

Proficient English communication skills, both written and verbal, including advanced business writing skills and verbal presentation skills suitable for a diverse range of audiences.

Task-Based Qualifications and Additional Attributes

Knowledge of Ontario Public Sector procurement practices, supply and asset management principles, procurement policies, directives and standing agreements.

Knowledge of applicable legislation and contract law, including competitive bidding practices and legal implications of contract terms.

Strong analytical skills, including financial, economic and evaluative techniques to assess market products and sourcing strategies.

Strong analytical and problem‑solving skills to evaluate procurement needs, vendor performance, and sourcing strategies.

Ability to manage multiple procurement projects with competing timelines and priorities in a high‑pressure environment.

Strong negotiation and conflict resolution skills to manage vendor relationships and resolve disputes.

Ability to develop and implement procurement policies, procedures and process improvements.

Strong stakeholder engagement skills, with ability to advise and collaborate with internal and external partners.

Demonstrated record of professional conduct and character. Responsible, reliable and works to deadlines.

Proven ability to professionally handle confidential information and exercise good judgement in the interpretation and application of instructions and organization policy.

Superior attention to detail, and organized, methodical approach to completion of tasks.

Advanced organizational, coordinative and time management skills, with the ability to prioritize work effectively, meet tight deadlines and work well under pressure.

Additional Requirements

Must be legally entitled to work in Canada, providing satisfactory documentation upon request.

Ability to work, 100% onsite, abiding by organization health and safety policies.

Ability to promptly provide minimum of 2 reasonably recent, qualified employment references upon request who are available to speak with either Marberg or Marberg's client.

Ability to declare personal Non-Conflict of Interest in execution of assignment responsibilities prior to assignment start.

Provision of certification of AODA and OHSA online training course completion prior to assignment start.

Satisfactory Background Checks, Technical Skills Evaluations, and Employment References as required.
