Job Description The Manager, Supple Chain Optimization provides leadership in advancing an effective hybrid procurement model thatenhancesgovernance, oversight, and strategic alignment of procurement services delivered through external partners. This role offers dedicated internal leadership to support operational excellence, strengthen financial stewardship, and ensure procurement practices consistently enable clinical and organizational priorities. Through the integration of internalexpertisewith external service delivery, the Manager, Supply Chain Optimization supports proactive planning, strong contract outcomes,timelyprocurement execution, and a sustainable procurement function that contributes tohigh qualitypatient care and operational efficiency. The role serves as the hospitalscentral pointof accountability for procurement performance, fostering clear service expectations, structured intake processes, comprehensive contract lifecycle management, and effective relationship governance with the Shared Service Organization (SSO). The role ensures procurementactivities arewell coordinated, transparent, and aligned with hospitalobjectives, whilemaintainingcompliance withpublic-sectorand healthcare procurement standards. The Manager, as a member of the hospital management team, assumes responsibilities for related corporate projects andparticipatesin hospital wide management activities. Lead the development and implementation of a hybrid procurement model that integrates internal leadership with externally delivered services to ensure effective governance, accountability, and alignment with hospital priorities Establish andmaintainclear procurement policies, procedures, and frameworks that support transparent, consistent, and compliant procurement practices Providestrategic procurement guidance to Finance leadership and internal stakeholders to support organizational planning, risk management, and value optimization Serve as the primary point of contact and relationship lead with the Shared Service Organization (SSO), fostering a collaborative andperformance basedpartnership Define, implement, andmonitorservice level expectations, escalation pathways, and performance metrics to ensure procurement services meet operational and clinical needs Lead regular performance reviews, issue resolution, and continuous improvement discussions with the SSO Establish and oversee a centralized procurement intake and prioritization process to improve visibility, coordination, and responsiveness across the organization Work collaboratively with clinical, operational, and corporate teams to plan procurement activities, manage competing priorities, and supporttimelydecision-making Strengthen financial stewardship and risk management by improving procurement controls, reducing financial leakage, enhancing contract value realization, and proactively mitigating compliance, service, and supplier risks Serve as a trusted advisor to clinical and operational leaders, providing insights, reporting, and guidance to support informed decision-making, forecasting, and budgeting Ensure regulatory compliance and continuous improvement by adhering to public-sector and healthcare requirements (including BPS),coordinating annual reporting requirements,whileidentifyingopportunities for process improvement, standardization, and enhanced data use Enable proactive procurement planning aligned with operational requirements, capital planning, and clinical initiatives Provide oversight of the end-to-end contract lifecycle, including sourcing, negotiation support, implementation readiness, renewals, amendments, and contract close out Ensure contracts are effectivelymonitoredto support value realization, compliance, supplier performance, and risk mitigation Collaborate with Legal, Finance, and operational leaders to support strong contracting practices and outcomes Qualifications University degree in Business Administration, Supply Chain Management, Finance, Commerce, or related fieldrequired. Minimum 710 years of progressive experience in procurement, supply chain, or contract management, preferably in a healthcare orpublic-sectorenvironment. Professionaldesignationsuch as SCMP, CPM, CPP, or equivalentisstrongly preferred. Demonstrated experience working within or alongside Shared Service Organizations (SSOs) or outsourced procurement models is an asset. Solid knowledge ofpublic-sectorand healthcare procurement frameworks, including the Broader Public Sector (BPS) Procurement Directive and contract governance requirements. Working understanding of contract lifecycle management, sourcing strategies, supplier performance management, and risk mitigation. Knowledge offinancial managementprinciples related to procurement, including budgeting, controls, value realization, and cost optimization. Familiarity with healthcare clinical and operational environments and the procurement needs that support patient care delivery. Proven ability to provide strategic and operational leadership, exercising sound judgment in complex, matrixed environments. Strong stakeholder engagement andrelationship managementskills, with the ability to influence, advise, and collaborate across clinical, operational, and corporate groups. Excellent analytical,problem-solving, anddecision-makingskills, with the ability to interpret data,identifyrisks, and drive improvements. Well-developedcommunication skills, including the ability to present complex information clearly to senior leaders and diverse stakeholders. Demonstrated capability in change management, process improvement, and continuous improvement initiatives.
