What will you be doing! - Driving the development, implementation, and continuous improvement of Construction Program procedures, standards, tools, and templates. - Establishing, reviewing, and validating program standards and documentation for alignment with regulatory and management system requirements. - Driving program assessments, audits, and cross-site evaluations, ensuring identification and resolution of systemic issues. - Driving program enhancements and recommending policy-level improvements to strengthen governance and program maturity. - Providing authoritative program advisory services by interpreting requirements and influencing construction planning and execution decisions. - Applying specialized expertise to resolve complex planning, sequencing, and compliance issues. - Driving cross-functional integration of Construction Program requirements across engineering, safety, environmental, quality, supply chain, and operations. - Driving effective implementation of program requirements across projects and sites. - Driving program surveillance activities, including evaluation of documentation, performance metrics, and field observations. - Evaluating field conditions and performance data to identify critical issues, systemic risks, and program gaps. - Resolving complex and escalated program issues across projects and departments. - Driving program self-assessments and ensuring effective resolution of findings. - Developing and presenting program performance insights and recommendations that influence decision-making. - Driving implementation and sustainment of Construction Program requirements across multiple CNL sites. - Driving participation in planning forums, readiness reviews, and governance discussions to influence alignment and outcomes. - Driving standardization initiatives, lessons learned integration, and continuous improvement across projects. - Reviewing and approving construction program-related forms to ensure compliance and technical adequacy. - Driving coordination across functional groups to ensure accuracy, completeness, and compliance of documentation. - Driving the establishment and maintenance of program documentation systems, records, and tools. - Other duties as assigned by your manager. What we are looking for: Education - Bachelor’s degree or diploma in Construction Management, or a related discipline; or an equivalent combination of education and construction‑related experience. - Professional or technical certifications are considered assets. Experience - 8–12 years of progressively responsible experience in construction, program governance, planning, compliance, or related fields in regulated, industrial, or nuclear environments. - Demonstrated experience driving program initiatives, resolving complex program issues, and influencing cross‑functional outcomes. Knowledge, Skills & Abilities - Advanced understanding of construction planning, sequencing, program governance, and compliance frameworks. - Ability to interpret and apply complex regulatory, technical, and management system requirements. - Strong analytical capability in performance trending, data interpretation, and continuous improvement. - Excellent communication, organizational, and interpersonal skills. - Ability to influence multidisciplinary teams and drive alignment across functions. - Advanced knowledge of construction work planning and control processes, including hazard identification, work readiness, and execution governance within complex, regulated environments. - Extensive understanding and ability to interpret and apply applicable codes, standards, and regulatory requirements relevant to construction activities. - Advanced working knowledge of CNL Management System processes and the ability to interpret, apply, and provide authoritative guidance on program requirements across multiple projects. - Strong understanding of Canadian regulatory frameworks and the ability to evaluate compliance and address complex regulatory and programmatic challenges. - In‑depth knowledge of site‑specific operational constraints and the ability to integrate program requirements into diverse and complex construction environments. - Ability to analyze and interpret complex program performance data, including quality indicators, compliance trends, and surveillance results, to identify systemic issues and risks. - Advanced understanding of contractor oversight, performance monitoring, and corrective action processes, including the ability to evaluate performance, resolve complex issues, and drive corrective actions across projects. - Demonstrated ability to identify systemic program risks and drive improvements to governance, planning quality, and execution consistency across multiple sites. Security Clearance Eligibility Required - Reliability Status with Site Access Security Clearance (SASC), which has a minimum requirement of 3–5 years of verifiable history in Canada, Australia, New Zealand, the United States and/or the United Kingdom. CNL implements security screening in accordance with the Treasury Board of Canada Secretariat’s Standard on Security Screening and the Policy on Government Security. Working Conditions - Working schedule: Five days per week, seven and a half hours per day for a thirty‑seven and a half hour work week. - Travel between CNL sites may be required to support program implementation, surveillance, and coordination activities.
