Description
Job Title: Human Resources Lead Location: Penticton Hours: 40 hours a week Closing date: June 15, 2026 Job Summary Manages and ensures compliance with applicable regulatory bodies in areas such as Employment Standards, Human Rights, Occupational Health and Safety and Immigration within a blended work setting. Provides advice in areas such as collective agreement interpretation and administration, health and safety and quality assurance compliance for the agency. Brings relational leadership skills to foster a positive workplace culture. Responsibilities Ensures that human resources policies, programs and related procedures and practices that are consistent with all legislative and/or collective agreement requirements and provisions, including: Providing labour relations consultation and advice to the Senior Leadership Team (SLT) and Team Leaders (TL) in all labour and employee relations matters, providing hands‑on support and guidance. Supports quality assurance and risk management through leading investigations ensuring compliance with regulatory requirements. Supports the recruitment and onboarding process by preparing employment contracts and ensuring employee files are up to date and conducting current employee orientation. Initiates and manages employment journey transitions including leave of absences, return to work programs and offboarding responsibilities. Acts a primary contact for the union (BCGEU), the Community Social Services Employer’s Association’s (CSSEA) LR Consultant, WorkSafeBC, IRCC and other external consultants. Represent the employer in the Joint Occupational Health and Safety Committee and ensuing work. Provides leadership, mediation and guidance in conflict resolution processes for a variety of program areas. Provides advice and maintains documentation required by the Provincial Nominee Program and LMIA processes. Prepares responses to grievances, and/or arbitration cases. Reviews job descriptions for new and existing roles providing advice on classification and benchmarking across the social services sector as required. Keeps current on new developments in Labour Relations field and emerging legislative developments. Perform other related duties as required. Required Qualifications Degree in Human Resources, Industrial Relations or Equivalent. Equivalent combination of skill, knowledge, and experience. A CPHR designation is preferred. Minimum of 5 years of progressively more responsible experience as a labour relations officer or human resources generalist. Knowledge, Skills and Abilities Demonstrated and in-depth knowledge of labour relations and services, applicable legislation and policies, and Human Resources Information Systems (HRIS). Excellent oral, written, and interpersonal communication skills. Demonstrated teamwork, leadership, and supervisory skills. Well‑developed conflict resolution skills.
