The Saskatchewan Ministry of Energy and Resources is seeking a professional, self-motivated, results-oriented manager with a proven track record in economic analysis. In this key role, the Manager, Energy Economics will report to the Director of Energy Economics and provide leadership in developing and delivering the Ministry’s economic, policy, and regulatory frameworks that guide the competitive growth of Saskatchewan’s energy sector. The ideal candidate for this position brings a blend of economic and data analysis expertise, policy awareness and strategic insight. Specifically, you will: - Possess a strong understanding of economic analysis principles and data research techniques. - Leverage economic analysis to inform effective government policies and programs. - Demonstrate a curiosity in existing and emerging natural resource opportunities, with the ability to apply expertise to new contexts and engage in self-direct learning to bridge knowledge gaps. - Understand the economic drivers of energy sector competitiveness, including global trade and tariff issues, market pricing dynamics, greenhouse gas policy frameworks, and other factors influencing investment decisions. - Articulate complex concepts clearly through written and verbal communication. - Have supervisory responsibility over small, project-specific teams which will require assigning tasks, managing to short deadlines, holding others accountable and briefing senior leadership on progress and outcomes. In fulfilling the duties of this position, the successful candidate can expect to: - Serve as an economics expert within the Energy Economics Unit, ensuring that problems are addressed using appropriate techniques supported by well-researched and vetted data. - Lead the analysis of market trends and economic consequences of provincial, federal and international policy decisions. This includes developing quantitative models that provide genuine insights. - Proactively identify competitiveness challenges and opportunities and lead the development of responsive and well-reasoned strategies and action plans. This includes discussion papers and presentations, consulting subject-matter experts and framing options for decision makers. - Prepare government documents, including Cabinet items and briefing materials. Typically, the knowledge and skills required for this position would be obtained through a master’s degree or bachelor’s degree in Economics, Commerce, or Finance, combined with experience in applying this training. Those with a degree in Public Policy or Public Administration, combined with experience in economic analysis, will also be considered.
