Position Summary Reporting to the General Manager of Community Services, the Parks and Recreation Supervisor is responsible for the delivery of community parks and recreation services in Yellowhead County. The position oversees a team of parks maintenance, recreation program and seasonal worker personnel, including pool staff and parks labourers, ensuring the provision of high‑quality services and maintenance of facilities. The supervisor also oversees the general operation of parks, recreational facilities, and community programs, plans and implements recreational events, and promotes community engagement and well‑being. Responsibilities Operational Manage safe and efficient daily operations and maintenance of recreational facilities, parks, and campgrounds. Supervise the development and operation of recreation programs, services, and revenue strategies to meet the recreational and leisure needs of the community and increase the utilization of municipal facilities. Prepare written reports for the GM, CAO, and Council as required. Prepare, issue, and evaluate Requests for Proposals and tenders and monitor and supervise work undertaken by contractors. Collaborate with community groups and members of the public regarding their use of municipally owned facilities and programs. Respond in a timely and professional manner to all public and customer inquiries and complaints. In collaboration with the Communications Department, develop sponsorship and advertising opportunities and marketing initiatives. Utilize and manage an online registration system for facility bookings, program enrollment and tracking. Complete operational tasks as assigned by General Manager. Financial Prepare and monitor annual and multi-year operating and capital budgets for all facilities, parks, campgrounds, and programs. Responsible for the approvals of expenses related to operations, services, capital projects, grants, and for monitoring expenses/revenue against the budget. Produce in‑year expenditure and revenue forecasts. Complete grant applications for provincial and federal programs and produce all required compliance reports in consultation with the Corporate Services Department. In collaboration with the General Manager, negotiate contracts, lease agreements, and memoranda of understanding with various users and stakeholders. Complete financial tasks as assigned by General Manager. Support to the Yellowhead County Recreation Board and Community Associations Act as liaison between the recreation board and senior management. Advise the recreation board and other community groups on matters relating to governance and financial accounting. Assist community associations with budget development. Counsel the recreation board and other community groups on available grant programs and assist with grant application development. Coordinate information sharing between the County and all associated groups. Assist the County recreation board in developing annual and long‑term goals and objectives. Complete tasks as assigned by General Manager. Recreation and Parks Facility Management Work with Facility Maintenance to oversee the year‑round operation of County facilities with a solid operational and maintenance program. Supervise and coordinate contracts for repair and maintenance of County recreation and parks facilities. Supervise operating agreements established with community groups operating County recreation and parks facilities. Ensure ongoing operation of all County parks and recreation facilities. Complete tasks as assigned by General Manager. Human Resources Responsible for the hiring, discipline, and dismissal of staff, in consultation with the GM and CAO. Develop and regularly monitor annual performance, learning, training, and development plans for each employee through ongoing discussions regarding goals, objectives, and performance. Provide positive daily leadership to staff in a safe, inclusive, and respectful manner. Provide staff direction, assist with the resolution of contentious issues, motivate, and support staff and hold regular team meetings to communicate work plans, policies, and procedures. Ensure compliance with legislation, policies, procedures, and guidelines to support operations, including hazardous materials, customer service, health and safety, financial management, etc. Complete tasks as assigned by General Manager. Qualifications Education and Experience Post‑secondary education in Recreation Facility Management, Horticulture, Recreation Administration, Business Administration, or related field. Five (5) years of progressive experience in a recreation, parks and facility operations and management role. Experience in municipal setting preferred. Valid Class 5 Alberta Driver’s License. Completion of Defensive Driving certificate. Valid Standard First Aid and CPR certification. Completed AARFP courses related to Arenas, Pool, Parks & Sports Fields considered an asset. AARFP Recreation Facility Management Certificate or Recreation Facility Master Operator Certificate considered an asset. AARFP Safety Recreation Facility Operator Certificate considered an asset. Thorough knowledge and understanding of the philosophy and objectives of municipal parks and recreation service provision. Nurture a strong organizational culture in Parks & Recreation while promoting accountability and public service. Ability to develop and maintain sound operation systems and policies and procedures. Ability to establish cordial relations with subordinates, municipal colleagues, contractors, community organizations, the business community, service clubs, and the general public. Knowledge of Provincial legislation and municipal by‑laws governing the operation of public leisure and parks services. Knowledge, Skills, and Abilities Proficiency in Microsoft Office Suite. Strong interpersonal skills. Strong background in leadership, supervision, and performance management skills. Contract management and related business acumen/contract risk management. Police Record Check with satisfactory results. Driver’s Abstract with satisfactory results. Working Environment Work is conducted in an office environment and recreation facilities. Some after‑hours public or community group meetings will be required. Some travel will be required. Physical effort and walking required. Response to emergent situations after hours may be required.
