Location Location: Thorold, ON Division Water & Wastewater Job Description Job Summary Salary Pending Review Reporting to the Manager of Compliance, Enforcement and Lab Services, the W-WW Enforcement Program Manager manages the execution and delivery of the Sewer Use By-law Enforcement program, the hauled sewage program and other legislated requirements of the section. The position ensures compliance with applicable municipal by-laws and provincial and federal legislation, supporting the protection of Regional water and wastewater infrastructure and the environment. Education - Post-secondary diploma or degree in public administration, business administration, law enforcement, law, or related field. Knowledge - An equivalent combination of education, experience and qualifications may be considered. - Minimum of 5 years of experience in municipal by-law enforcement, environmental compliance, wastewater operations, investigations, or a related regulatory environment. - Knowledge of investigative practices, evidence collection, court procedures, enforcement documentation, and regulatory compliance monitoring. - Working knowledge of applicable provincial and federal legislation governing water, wastewater and stormwater systems, including environmental protection, drinking water, source protection and related regulatory requirements is preferred. - Knowledge of water, wastewater or industrial processes are preferred. Responsibilities Leads and administers the Sewer Use By-law Enforcement Program, hauled sewage program and related enforcement activities to support compliance with municipal by-laws, legislation, regulations and approved policies and procedures. (45% of time) - Responds to complaints and inquiries from the public, elected officials, other agencies, and staff related to sewer use and enforcement. - Ensures the Sewer Use By-law, policies and procedures support effective program governance, compliance monitoring and enforcement activities in accordance with applicable legislation and regulatory requirements. Oversees issuance of Violation Notices, Action Requests and Control Orders. - Reviews inspection reports and directs corrective actions. - Provides guidance to Environmental Enforcement Officers on legal matters including tickets, summonses, court evidence and appeals. - Appears as an expert witness in court for Sewer Use By-law enforcement (as required). - Manages enforcement investigations, documentation, evidence collection and regulatory reporting. - Develops and maintains the Environmental Enforcement Sampling Program for industrial compliance with the Sewer Use By-law and surcharge agreements. - Reviews legislation, industry trends and municipal best practices to ensure ongoing compliance and continuous improvement of enforcement programs and activities. - Manages and reviews incident management and enforcement software to support operational effectiveness, reporting and data integrity. Develops, implements and maintains program policies, procedures, standards and monitoring practices to support legislative compliance and operational effectiveness. (20% of time) - Develops and reviews policies and procedures for sewer use and hauled sewage program activities. - Develops and reviews training standards and ensures compliance with applicable legislation, regulations and corporate requirements. - Provides guidance and support for updates to the Sewer Use By-law and related enforcement procedures. - Monitors program performance, evaluates operational effectiveness and recommends process improvements. - Ensures records management and retention practices meet legislative and evidentiary requirements. - Supports emergency response, spill response and after-hours enforcement activities. Manages relationships and coordinates activities with internal divisions and external agencies, industry representatives and the public to support enforcement, compliance and education initiatives. (15% of time) - Liaises with internal divisions, government agencies, industrial users and community organizations on sewer use and enforcement activities. - Coordinates with other agencies for joint inspections and/or investigations, including preparation of related plans and required documentation. - Organizes and attends public information meetings related to sewer use or hauled sewage programs. - Participates on source water protection committees as required. - Participates in the Municipal Environmental Sewer Use Group as required. - Prepares reports and recommendations for senior leadership, Committee and Council. - Provides technical guidance and interpretation of by-law requirements to businesses, consultants, contractors and the public. Manages staff, coordinating and planning work, providing work direction, assigning tasks and projects, determining methods and procedures to be used, monitoring quality of work, resolving problems and ensuring assigned results are achieved. (15% of the time) - Enables results with the organization’s human capital strategy to foster employee engagement. - In conjunction with the Manager provides training and development, coaching and discipline when necessary, and manages staff recruitment. - Ensures focus is service excellence, communication/transparency, innovation, and data integrity and workflow integration. - Ensures staff has the information and resources to make successful plans and decisions. - Ensures all people related issues, including recruitment, grievances and labour relations issues, are aligned to HR and Corporate standards and practices. - Helps to break down barriers to employee success, ensuring collaboration and cooperation with other teams within their division and department. - Ensures Occupational Health & Safety policies, programs and practices are implemented, and maintained. This includes workplace inspections, monitoring, accident reporting and investigations, and ensuring any observed hazards or lapses in the functioning of OH&S; processes, and other OH&S; concerns are responded to promptly. - Ensures all individuals under supervision have been informed of hazards and instructed on the necessary risk control and emergency response measures. Manages and administers annual and multi-year Capital and Operating budgets for which they are delegated authority ensuring support of Council’s objectives, financial transparency and accountability, monitoring budget adherence, identifying and explaining variances, and financial reporting is effectively managed in compliance with corporate financial policies. Administers and approves the acquisition of goods and services for their direct reports in accordance with the procurement policy. (5% of the time) Performs other related duties and responsibilities as assigned or required. Special Requirements - In accordance with the Corporate Criminal Record Check Policy, the position requires the incumbent to undergo a Criminal Records Check and submit a Canadian Police Clearance Certificate. - Must maintain ability to travel in a timely manner to other offices, work locations or sites as authorized by the Corporation for business reasons. - Regional staff strive to enable the strategic priorities of council and the organization through the completion of their work.
