Job Level: RE-07 $119,102 to $153,471 Closing Date: 14/06/2026 Senior Manager, Human Resources Programs and Services The Human Resources and Workplace Management Branch is looking for a Senior Manager, Human Resources Programs and Services for an indeterminate position. The position is classified as an RÉ-07 ($119,102 to $153,471 per annum – under review). Detailed Job Description Reporting to the Director, Human Resources, the Senior Manager, Human Resources Programs and Services is responsible for the development and implementation of long-term strategies, programs and policies in the areas of HR planning, Performance and Talent Management, Classification and Organizational Design, Training and Development, Official Languages, Employment Equity, Pay Equity, Diversity and Inclusion, Employee Recognition, HR Reporting, Staffing and Recruitment. Essential Qualifications Education A degree from a recognized post‑secondary institution with an acceptable specialization in Industrial Relations, Law, Business Administration, Human Resources, or an acceptable combination of education, training, or experience. Experience A minimum of eight (8) years of experience in at least two of the fields of Staffing, Classification, HR Planning, Learning or Talent Management, including: Developing and implementing long‑term strategies and processes, as they relate to the disciplines within the portfolio; Providing advice and direction and making presentations on complex issues related to the portfolio to senior management. Knowledge Human resources legislative and regulatory principles and practices; Issues, trends and best practices in human resources, specifically as they relate to the disciplines within the portfolio; Legislation, policies and directives governing the Employment Equity Act, the Pay Equity Act and the Official Languages Act. Abilities To develop innovative practices and processes; Work with ongoing pressures from deadlines, shifting priorities, changing conditions and multiple demands; Ensure accuracy, credibility, consistency and confidentiality; Lead, coach and mentor a team; Effectively develop and maintain stakeholder relationships; Communicate effectively, both in writing and orally. Competencies Demonstrating integrity, respect, civility and well‑being; Thinking through - innovating through analysis and ideas; Working effectively with others – relationships and trust building; Showing initiative and being action‑oriented – getting things done. Assets Qualified designation in Human Resources. Conditions of Employment Possess or be eligible to obtain Secret security clearance; Linguistic profile: bilingual CBC; Position is in the National Capital Region and the selected person must reside within a commutable distance from the workplace.
