Post Date: Information Technology Services Full Time The Corporation of the County of Huron’s Business Technology Solutions department is seeking a Director of Business Technology! Reporting to the CAO, the Director of Business Technology (BT) is responsible for the overall strategic leadership and operational management of the County’s technology environment, digital service delivery, program and policy development, cybersecurity, Geographic Information Systems (GIS), and business systems. A strategic and hands‑on leader, the Director manages all department staff and business technology vendors, enforces departmental policies and procedures, and oversees the planning, implementation, and continuous improvement of the County’s technology services. The Director champions innovation, monitors transformation metrics, and aligns BT evolution with corporate goals to enhance service delivery. As a member of the Senior Management Team, serve as a strategic advisor to the CAO and contribute to the development of corporate strategies and policies. In alignment with corporate strategic priorities, establish a BT Strategy that supports the County’s vision, mission, and values. Oversee implementation of the BT strategy and monitor progress against business plans. Build effective working relationships across County departments to ensure business technology services are responsive to business needs and aligned with corporate priorities. Provide leadership, direction, and performance management to BT staff while fostering a high‑performing, service‑oriented, and cooperative team culture. Operational Excellence and Cybersecurity Assume lead responsibility for the County’s business technology continuity and disaster recovery programs, including development, testing, maintenance, and rapid service restoration following disruptions. Drive continuous operational improvement by optimizing BT processes and workflows to enhance efficiency and effectiveness. Prepare and present reports, recommendations, business cases, and briefings for senior leadership, committees, and Council, as required. Collaborate with all departments, including Public Works, Planning and Development, Emergency Services, and Corporate, to identify and prioritize GIS service needs. Lead cybersecurity initiatives to protect County systems, data, and infrastructure, staying abreast of emerging threats and implementing appropriate measures to mitigate risks. Develop, implement, and maintain policies, procedures, and standards related to cybersecurity, acceptable use, information protection, technology risk management, and secure digital service delivery. Provide regular reporting on cybersecurity posture, risks, and incidents to senior leadership and Council, as appropriate. Ensure technology practices support privacy, access, records, and information protection requirements in collaboration with responsible County functions. Promote secure, responsible, and compliant use of digital tools, data, and emerging technologies. Program and Policy Development Prepare reports and provide advice to support application development and technology policies that help departments meet municipal goals, governance standards, and public service obligations. In consultation with the CAO, provide Council with policy advice, information, options, and recommendations to support governance and service delivery across County departments. Develop and maintain policies governing hardware, software, security, privacy, application use, and data governance, including data quality, access controls, and lifecycle management. Lead organizational change management and digital transformation initiatives, supporting adoption through training, communication, and stakeholder engagement. Technology Operations, Business Systems, and Service Reliability Oversee the delivery and continuous improvement of core technology services, including infrastructure, networks, cloud services, cybersecurity tools, end‑user support, collaboration platforms, business applications, GIS, website, and digital channels. Ensure the reliability, compliance (including licensing), security, and lifecycle management of systems supporting County operations across corporate, and multi‑site service environments. Support departments in the effective use of technology to meet operational, reporting, communication, records, mapping, and service delivery requirements. Lead planning for system upgrades, replacement programs, service levels, continuity, disaster recovery and implementation of technology‑related projects. Financial Management and Procurement Develop and manage the department’s operating and capital budgets including ongoing variance analysis, long‑term technology plans, procurement activities, and vendor relationships. Prepare technology lifecycle plans, and business cases for new or replacement technologies. Lead business technology procurement and partner relationships, vendor selection, contract negotiation, and third‑party risk management, including performance, spending and audits. Support governance, prioritization, and oversight of technology‑related projects and initiatives across the organization. Engage stakeholders to define business and system requirements for new technology implementations. Maintain awareness of developments affecting municipal technology, digital service delivery, cybersecurity, accessibility, privacy, and public sector modernization and advise senior leadership on their organizational impact. Chair Technology and Information Governance Committee. Member of the Huron County Emergency Management Committee. Robust leadership, relationship management, communication, and strategic planning skills. Strong analytical and problem‑solving abilities with the capacity to translate technical issues into clear business impacts and recommendations. Ability to lead complex technology initiatives using sound project management and portfolio prioritization practices. Ability to balance innovation with operational stability and compliance. Must have the ability to travel. Work is performed in a hybrid environment, combining in‑office and remote work, in accordance with County policies and operational requirements. Must have the ability to travel. Degree in Computer Science, Information Systems, Business Administration (IT focus), or a related field. Technical certifications in good standing, such as CISM, CIPP, Azure, or PMP. Industry certifications in Cloud, AI, M365, Cybersecurity, or Data are strong assets. Ten (10) years of IT or digital services experience, including three (3) years in a senior leadership role managing staff and resources; municipal experience is an asset. Demonstrated leadership and hands‑on experience across enterprise systems, infrastructure and operations, GIS, business applications, cybersecurity, cloud environments, and strategic technology initiatives. Demonstrated experience in budgeting, procurement, vendor management, and technology‑related project delivery. Strong understanding of municipal service delivery, program and policy development, and technology governance. 77.59 – $90.77 per hour; Accessibility accommodations are available for all parts of the recruitment process.
