Purpose of the Role
Provide senior leadership and strategic oversight for the Municipality of Lakeshore’s water supply and wastewater collection and treatment systems.
Ensure the safe, reliable, and compliant delivery of water and wastewater services that protect public health and support community growth.
Balance day-to-day operational demands with long-term capital planning, infrastructure renewal, and lifecycle management.
Lead regulatory compliance, risk management, and operational excellence across all water and wastewater facilities and systems.
Play a pivotal role in shaping the municipality’s infrastructure future through sound technical judgment, financial stewardship, and people leadership.
Key Responsibilities Strategic Leadership:
Provide overall leadership and strategic direction for the Municipality’s water and wastewater services, ensuring alignment with municipal priorities and regulatory requirements.
Operational Oversight:
Lead and oversee all water treatment, distribution, wastewater collection, and treatment systems, including associated facilities/pumping stations, as well as the handling of incoming locate requests, emergency locates, and re-locates.
Risk Management:
Ensure full compliance with provincial legislation including the Safe Drinking Water Act, Ontario Water Resources Act, and MECP requirements.
Stakeholder Engagement:
Collaborate with municipal departments to support coordinated infrastructure planning and project delivery.
What You Bring
A Civil, Environmental, or Water Resources Engineering degree, or a Certified Engineering Technologist designation combined with a minimum Class 3 Water Operator Licence (or eligibility).
Professional Engineering designation is required or a CET designation/Class 3 Water Operator license.
A minimum of seven years of progressive leadership experience, preferably within a municipal water and wastewater environment.
Demonstrated expertise in DWQMS, regulatory compliance, and the management of complex water and wastewater systems.
Strong experience with operating and capital budgeting, lifecycle planning, and contract administration.
A proven ability to lead teams through regulatory, operational, and organizational change while maintaining service reliability.
