Description
Responsibilities - Lead investigations and develop CAPAs for unplanned disruptions, breakdowns, and deviations. - Support design, construction, mechanical completion, and start‑up for Tier 3 projects, ensuring C&Q; planning, strategy, and execution meet budget and timeline objectives. - Serve as subject‑matter expert for quality discussions during audits/inspections and provide support to Capital Projects; ensure C&Q; standards comply with regulatory requirements. - Provide technical input on projects and cross‑functional support for maintenance and reliability teams on engineering aspects of existing facilities. - Act as primary liaison with Global Engineering for construction safety on Tier 1 and 2 (>$5M€) projects, ensuring local and global minimum requirements are met. - Collaborate with ETS RMO to plan resources and skill sets for on‑site project priorities, including statement‑of‑work and vendor selection. - Work closely with Project Management, Quality, Reliability, Automation, Maintenance, HSE, Operations, and support functions to achieve deliverables. - Collaborate with Legal and Procurement teams to protect and save the Toronto site in contractual relationships with external suppliers. - Lead department continuous improvement initiatives and identify opportunities for critical system performance. - Represent assigned Capital Projects and business in executive and management committees as required. - Participate in COPs and support project lessons‑learned sharing across the network. - Support front‑end studies and feasibility for Tier 1 and 2 projects from a PPC perspective. - Manage the Document Control group, overseeing all site drawings, project drawings, turnover packages, and both GxP and non‑GxP documentation. - Support Site Master Planning by collecting utility data, managing the site plan, drawing support, and site infrastructure lifecycle management. - Lead team development, maintain skills matrices, cross‑functional training initiatives, and routine performance reviews. - Ensure contractor safety training, local regulation compliance, robust permitting, and SME input to HSE construction policies. - Participate in technical HSE assessments, investigate incidents, respond to health and safety concerns, and document incidents promptly. Qualifications - Bachelor of Engineering, Science or comparable education. - PMP, P.Eng, or related certifications preferred. - 5+ years of experience executing and managing C&Q;, construction, large projects, equipment start‑up, and commissioning using risk‑based approaches. - Experience leading and coaching technical teams, including change management within C&Q.; - Strong knowledge of C&Q; lifecycle and validation using risk‑based approaches. - Familiarity with GMP, FDA, and regional/country authority guidelines. - Working knowledge of unit operations in biotech and vaccine manufacturing, especially downstream bulk manufacturing (aseptic formulation, filling, inspection, packaging). - Understanding of GxP facility finishes, process and building control systems. - Knowledge of utility design (WFI, PW, clean steam, plant steam, clean compressed air). - Proven ability to work cross‑functionally in a highly collaborative workplace. - Demonstrated leadership, critical thinking, and a desire to challenge the status quo. - Excellent written and verbal communication skills for senior leadership, inspectors, and external vendors. - Strong interpersonal, stakeholder management, conflict resolution, and organizational skills.
