About the opportunity As a Director, Accounting Services and Controller at CLBC, you will lead the Accounting Services department, overseeing the full-scale accounting and financial reporting process for CLBC. This role plays a key part in the execution of strategic development and management of the department, shaping and executing financial strategies while ensuring strong financial governance to support CLBC's long-term objectives, strategic organizational vision, and operational efficiency. Specifically, the role is responsible for overseeing CLBC's financial reporting framework, managing accounting policies, systems, and procedures to improve organizational efficiency, and developing tools and procedures to support financial reporting and analysis. In addition, the role ensures the implementation of financial internal controls, oversees investment disbursement, and affirms receivable processes maintain financial integrity and resource optimization. Key responsibilities Develops and maintains strong, collaborative relationships and provides comprehensive insights and strategic advice to a wide range of partners, including CLBC board members, the Senior Management Team (SMT), ministries and other government agencies, auditors, and key service providers Assesses and develops accounting policies and reports in line with Generally Accepted Accounting Principles and Public Sector Accounting Standards and other applicable frameworks; oversees their implementation to ensure compliance Provides leadership in the development, monitoring, analysis, assessment and reporting, internally and externally, on the financial performance of CLBC's operations Oversees the financial reporting framework to ensure the accuracy and reliability of financial information, fostering a culture of transparency, accountability, and continuous improvement that is essential for sustained organizational success and long-term growth Initiates new financial practices, generates process redesign, and provides financial management expertise to the Executive Designs, develops, implements and documents business processes to ensure effective management of manual and automated financial systems and controls Oversees internal control processes, risk assessments, mitigation of the risk of fraud, and other compliance initiatives Manages both external and internal audits, collaborating closely with auditors to ensure efficient execution, seamless coordination, and the identification of key insights that support compliance, risk management, and the organization's overall financial objectives The successful candidate will provide strategic leadership and oversight to the Manager, Financial Reporting and the Manager, Accounts Payable, supporting a combined team of over 30 employees. They will lead a diverse and multi-level workforce, ranging from frontline staff to management, and will foster a positive, collaborative, inclusive, high-performing team environment. Through strong leadership, coaching, and the ability to influence across levels, the successful candidate will champion employee engagement, accountability, and continuous improvement.
