Overview Founded in 2002, the Nuclear Waste Management Organization (NWMO) is a not‑for‑profit organization tasked with the safe, long‑term management of Canada’s intermediate‑ and high‑level radioactive waste, protecting people and the environment for generations to come. The NWMO has been guided for more than 20 years by a dedicated team of world‑class scientists, engineers and Indigenous Knowledge Holders who are developing innovative and collaborative solutions for nuclear waste management. In 2024, the NWMO selected Wabigoon Lake Ojibway Nation and the Township of Ignace as the hosts for a deep geological repository for used nuclear fuel. As a result, our office and staff will be relocating to Ignace, Ont. The deep geological repository will be situated in the area of Wabigoon Lake Ojibway Nation and the Township of Ignace. Infrastructure planning and development are underway to support this transition and ensure that both the community and our employees are well served and supported, now and in the future. Key Responsibilities Actively promote and support a strong safety culture with staff and contractors, ensuring health, safety and environment requirements are met or exceeded as outlined in NWMO policies, procedures and standards. Supervise technical staff and assist the manager in establishing business plans; define work scopes, deliverables, schedules and cost estimates aligned with corporate objectives. Contribute to the implementation of internal work packages, including preparing and reviewing documents, addressing comments, hosting or participating in workshops, and leading the preparation of critical documents. Lead the writing, revision, review and approval processes for critical documents. Provide project and contract management oversight on multi‑disciplinary engineering external contracts. Provide guidance to staff on quality requirements and procedures, ensuring compliance with regulatory requirements, national and international codes & standards, and best engineering practice. Serve as subject‑matter expert, providing technical information to regulatory authorities and other stakeholders. Collaborate with multidisciplinary functions to coordinate technical activities and ensure compliance of regulatory submissions with applicable requirements. Perform other duties and responsibilities as assigned. Additional Managerial Responsibilities Manage the Conduct of Engineering and Design Management governance process, updating procedures and instructions in accordance with established frameworks. Lead direct reports to work closely with internal and external engineering teams on the development and maintenance of design requirements. Manage the lifecycle of design requirements. Support the management of design basis and licensing basis associated with all regulated nuclear engineering projects, ensuring modifications are managed using NWMO’s Engineering Change Control governance. Provide technical guidance and training on applicable procedures, and maintain a list of codes and standards needed for each engineering project. Support the coordination of third‑party reviews and external SME reviews, providing technical input and participating in review activities. Maintain established technical programs such as the Safeguards Program and the Ageing Management Program, ensuring alignment with operational goals and regulatory requirements. Qualifications Bachelor’s degree in engineering, science or a related technical field; or an equivalent level of education. Over 8‑10 years of experience in engineering or science design/construction consulting projects, nuclear facility operations or other relevant technical project work, including a minimum of 3 years of relevant technical leadership or project management experience. Demonstrated experience managing direct reports and/or project teams. Experience contract management of multi‑year technical contracts for design development and manufacturing/construction management. Project management experience, including planning, resourcing, schedule tracking and risk management techniques for mid‑size to large engineering projects related to nuclear, mining, oil/gas, infrastructure or aerospace sectors. Strong technical writing skills and professional presentation skills to communicate with senior leadership, regulatory officials and the public. Preferred Qualifications Registration as a Qualified Engineer with Professional Engineers of Ontario (P.Eng.) is a strong asset. Experience in nuclear design and construction projects or nuclear facility operations. Advanced engineering degree. Experience working on federally designated and/or federally regulated projects. Experience working on mid‑size to large‑scale industrial construction projects (e.g., nuclear, oil/gas, mining, infrastructure, aerospace). Experience working in a controlled design development environment with Conduct of Engineering and Engineering Change Control Processes. Ability to adapt existing best practices and industry standards to the NWMO context. Bilingualism (French and English, both spoken and written). Additional Information The NWMO currently operates in a hybrid work model of 3 days in the office (Tuesdays and Thursdays) and 2 days working from home. Candidates residing in the Greater Toronto Area will work from the interim office at 74 Victoria St, Toronto until relocation is required.
