Using their strong background in municipal, provincial, and federal legislation and procedures, the Compliance Analyst (Access & Privacy) helps NorQuesters feel safe that their information is protected and used appropriately. Reporting to the Compliance Consultant and POPA & ATIA Coordinator, the Compliance Analyst uses their strong research, analysis, interpretation, and application skills to come up with solutions to operational problems, introducing and implementing solutions to learners, people, and culture. HOW YOU’LL MAKE A DIFFERENCE - Access & Privacy Program Lead and support activities related to the Access to Information Act (ATIA) requests including the collection, chronological ordering, preliminary assessment of, consultation on, and redaction of records, as well as drafting correspondence, at an analyst level, handing complex activities to the Compliance Consultant. - Lead and support activities related to the Protection of Privacy Act (POPA), such as, completing Privacy Impact Assessments (PIA), privacy breaches investigations and management, notification statements, corrections of personal information, at an analyst level, handing complex activities to the Compliance Consultant. - Provide advice to questions regarding existing information access and privacy processes and activities. - Coordinate and track Personal Information Banks (PIB) housed within the College. - Maintain tracking information for both programs, including the dashboard used for reporting POPA and ATIA activities to the President & CEO, ensuring the accuracy of the source information. - Assist with the enhancement of the College’s Access & Privacy Program to align with POPA and ATIA requirements. - Legislative Compliance Program Support and maintain the overall legislative compliance process, including reviewing and analyzing the annual legislative compliance submissions. - Manage, investigate, and assess legislative compliance non-compliance incidents. - Review federal, provincial, and municipal legislation and legal requirements and raise concerns, as appropriate, with the Compliance Consultant. - Provide updates to the College on the current post-secondary legislative landscape. - Maintain legislative compliance monitoring information, ensuring the accuracy of the source information. - Access and Privacy & Legislative Compliance Develop workflows to enable digitization and/or automation of POPA, ATIA, and Legislative Compliance related tasks, processes and activities. - Upload and maintain a centralized holding of digital resources related to the Access & Privacy, and Legislative Compliance programs. - Support, develop, and deliver training and reports pertaining to both programs. - Maintain, amend and draft governance instruments to support the Access & Privacy, and Legislative Compliance programs. WHAT YOU BRING - An undergraduate degree in any of the following fields would be required: degree in Information Studies, Public Policy, Archives Studies, Library Studies, Political Studies, Political Science, or a relevant discipline. A Master’s degree would be an asset. - Information Access and Protection of Privacy (IAPP) certificate from the University of Alberta, or an equivalent from a recognized post-secondary institution or a recognized skilled association. If you do not have this certification, you will need to be registered in at least one module and will be required to complete the certification within 2 years. - 2+ years experience in a directly related progressively responsible role including research, analysis, interpretation, and application of access and privacy legislation. - 1+ years of directly related progressively responsible experience in the research, analysis, interpretation, and application of municipal, provincial, and federal legislation would be an asset. Equivalency: Directly related education or experience is considered, on the basis of one year of education for one year of experience OR one year of experience for one year of education - Knowledge of POPA, ATIA, FOIP Act, PIPA, Canadian legislation, and legislative and parliamentary procedures. SALARY: AUPE | Analyst III | Band Level 8 $65,389 - $84,907 annually reflective upon what you bring AKA your education and experience. This position is temporary and for a maternity leave cover-off.
